YouTube does not always turn on the closed captioning and this is actually been realized and pointed out to me after doing some search engine optimization and snooping on a lot larger channels than mine.
What I have found is these larger channels are utilizing YT:CC =on
And By simply using YT:CC=ON inside of your tags on your YouTube videos you are then able to force your close captioning ( CC ) increasing your viewership and also allowing the hearing impaired or deaf the ability to enjoy your content on YouTube.
